Terrible idea! Usually QR codes are just weblinks - which means they 1) NEED INTERNET - which is not available everywhere your car can be 2) Can easily be spreading malware > it opens a trustworthy app or website. ...or not so trustworthy phishing site.
In Russia you can use Gosuslugi for that: simply write down car's plate number in app, indicate reason and owner will get SMS that his car is blocking the way. No need to use third party apps or leave phone number.
I have done phone number on window- especially when traveling or when parked somewhere not so clear. I don't like my phone number being in public much. Some proxy (not QR code though like people said) is actually a good idea. Spamming, distribution, and trustworthiness are the biggest questions. I think nobody cares about their car or parking enough anyway, like me.
